Everyone knows that in studying foreign languages practice is the key of fluency. All foreign language learners, even at advanced level, need practice. A learner may know a lot of grammar rules and have large vocabulary, however, it does not mean he or she can speak fluently. Thus,apart from the ability to explain grammar rules learners should know how to apply what they have studied.
